Several people asked questions about whether qurban using APBN funds was legal, especially as there were MUI administrators who said it was no problem.
Wa’alaikumussalam wa Rahmatullah wa Barakatuh
If it is true that it is APBN funds as in the news circulating, aka STATE CASH, then its position is like a sacrifice on behalf of foundations, institutions, organizations, who sacrifice with their cash.
This is not valid as a sacrifice, unless – in order to make it valid – it is first given to an individual or community member because the sacrifice must be from an individual human being, not in the name of an institution, foundation or state. However, it is fine as a gift and sunnah charity in general.
In Al-Mausu’ah Al-Fiqhiyyah Al-Kuwaitiyyah:
“Sacrifice is only valid in the name of a particular environment.”
“Udhiyah (sacrifice) is not valid unless it is in the name of a specific living person (mu’ayyan).” (vol. 5, p. 81)
In spirit, this is a good thing, utilizing the APBN, the majority of which is returned from people’s taxes for the benefit of the people. The president’s role is that of facilitator. As long as there is an underlying law.
However, because this is worship, of course there must be “fiqh requirements” that are met first. Hopefully there will be scholars who will tell you what kind of sacrifice is valid. Truly objective, not because of politics, likes and dislikes, or fear of speaking the truth.
However, if it turns out that it is personal money, then it is in his own name, then it is valid as a sacrifice.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm.
