Need to detail:
1. If his wife has died
So this is not a problem, and it is permissible for her husband or other heirs to fast for her. The argument:
On the authority of Aisha, may God be pleased with her
Rasulullah SAW said: Whoever dies and is obliged to fast, his guardian will fast on his behalf.
From ‘Aisyah radhiallahu ‘anha that the Prophet ﷺ said: “Whoever dies and has a fasting debt, his guardian fasts for him.” (HR. Bukhari no. 1952, Muslim no. 1147)
While some others say with fidyah, not with qadha fasting, because according to them the hadith above is about votive fasting, not Ramadan.

2. Wife is still alive
This must not be made up for by her husband or anyone else. There is no difference of opinion.
Imam Zakaria Al Ansari said:
Fasting in the name of a living person is invalid, without any dispute, whether he has a reason or not
Fasting is not valid for living people, there is no difference of opinion in this matter, whether due to old age or not. (Asnal Mathalib, 3/55)
